2 Birth dates!

I know MANY MANY people with 2 birth dates.
The real one, which remains unexposed.
The fake one, usually 1 or 2 years younger,which is known to all and is used on official documents.
Does it make any difference? Does the fake date play ANY role?...I mean, in reality, the fake one is used everywhere!

Example:
my best friend's real birth date is 4 September, 1999
but in school documents and such official papers, it's 4 September, 2000 ( of course, I know it because she told me, i am her bestie:) )
Another, if you want:
my cousin's birth date is 12 August, 1993 but officially it's 12 August, 1995.

I honestly don't think the fake date has a role...
My mom's official zodiac sign is a Pisces - she was born on March 18th, and she is every aspect of a hardworking dreamy Pisces(Sorry for using bad adjectives, I'm not as adept as other people are with zodiacs, but I can say with certainty and from what I read she fits the bill, and I am still learning!)

Her birth certificate; however, claims she is an Aries with a HUGE BIRTHDAY GAP OF. It says she was born on APRIL 1ST.

Now, before you wonder why my mother has that huge gap, it's because she lived in a poor country that didn't have good transportation to immediate facilities, so when she was born, apparently the river closest to her village flooded and no one could report to the local registry till a later date.

I don't really understand why they didn't just register with her true birth date, but I'm not going to question it since the question is looong overdue.

I myself have this problem.The WHOLE world believes my year of birth is 2000.What stunned me is that I relate to my 2000 chart WAY MORE than the real 1999 one.
On further enquiry,I found many with fake dates.

I think OP is trying to say the original birth date and the certificate birth date. Many of them try to less the original age.
